Naturally, the owners would only admit those they'd invited and could exclude those they don't want on the property. The same should be the case for so-called "state property." Tax payers really own so-called state property and should have the power to invite and disinvite whomever they want. If a company wanted to invite someone to work for them, they could invite that person to immigrate, but the company must also assume responsibility for the person in terms of legal liability, other people's property, etc. The same goes for individuals. If an individual wanted to invite someone to rent or buy a property from them, they could invite them, and assume responsibility for the person in terms of legal liability. In short, immigration should be allowed on an invitation-only basis.
