Yes it can. The State must guarantee a basic minimum standard of dignity for all people

If they have a job or trying to get one but not make enough money they deserve welfare

Yes, it is achievable. To oversimplify it, if a citizen is working and meets multiple criteria, we should then provide livable welfare.
